Orange County Health Care Agency

Biosafety Policies and Procedures Certification Commissioning Construction Design Review

The Orange County Health Care Agency Public Health Laboratory serves as a critical component of the county’s public health infrastructure, supporting disease surveillance, outbreak response, and diagnostic testing. To enhance its high-containment laboratory capabilities, the agency developed a new BSL-3 laboratory at its El Toro campus and sought specialized expertise to help ensure the facility would be safe, compliant, and fully operational from day one.

The Challenge

Bringing a new BSL-3 laboratory online involves much more than constructing the facility. Success requires integration of facility systems, laboratory operations, biosafety documentation, decontamination processes, and certification requirements. The project team needed expert guidance throughout the design and commissioning process to address biocontainment considerations, develop operational procedures, validate critical equipment, and ultimately demonstrate that the facility was ready for safe operation.

The Solution

World BioHazTec partnered with the project team throughout multiple phases of the laboratory’s development. The team conducted design reviews and provided recommendations on mechanical systems, door interlocks, biosafety cabinet placement, and other critical biocontainment features. World BioHazTec also assisted in the development of biosafety standard operating procedures to support safe laboratory operations and personnel training. As the facility neared completion, World BioHazTec performed autoclave validation and other certification-related activities to verify that critical containment and decontamination systems were performing as intended. Approximately one year after providing initial performance verification services, World BioHazTec returned to certify the completed BSL-3 laboratory, marking the culmination of its involvement from design review through operational readiness.

The Result

The Orange County Health Care Agency’s Public Health Laboratory successfully achieved BSL-3 laboratory certification, marking a significant milestone in the commissioning and operational readiness of the facility. By supporting the project from design review through SOP development, equipment validation, and final certification, World BioHazTec helped establish a strong foundation for safe, reliable, and sustainable laboratory operations. The new laboratory enhances Orange County’s ability to respond to emerging public health threats while providing a modern, high-containment environment that supports critical testing and preparedness activities. Following certification, the laboratory also received ongoing reach-back support, ensuring continued access to biosafety and biocontainment expertise.
