The Challenge

The BSL-3 laboratory, which was approximately 1,200 square feet, was never operational as a BSL-3 laboratory, as its original design could not be certified to the NIH and CDC guidelines. World BioHazTec was selected by Hackensack Meridian Health to provide peer design reviews at the 75% and 100% design document phases. We were charged with laboratory commissioning, verification, and certification of the BSL-3 laboratory at the completion of the construction phase.

The Solution

To obtain total laboratory performance, we served as an integrated consultant to ensure that the laboratory would operate safely and securely. Our team considered safety, accessibility, and research goals when planning and programming the laboratory. Critical support areas, equipment, instrumentation, furniture, workflow, and Mechanical, Electrical, and Plumbing (MEP) systems were evaluated by World BioHazTec so a safe and practical laboratory layout was achieved. Our subject matter experts reviewed 75% and 100% design documents to ensure that the laboratory was constructed to meet all applicable guidelines and regulations. Upon review of the plans, World BioHazTec made suggestions, developed alternatives and worked with the Owner, Architectural/Engineering firm, facility personnel, program personnel, and contractors to improve floor plans, engineering systems, equipment design, and specifications according to the guidelines and requirements including the BMBL and NIH BSL-3 Certification Requirements and Checklist.

We led the commissioning phase of the project and developed Functional Performance Tests (FPTs) and Integrated Systems Functional Performance Tests (ISFPTs) to challenge the BSL-3 laboratory’s HVAC system. Our team simulated different building system failure/recovery scenarios including mechanical, electrical, and effluent plumbing systems.

The Result

Following successful commissioning on June 30, 2019, the laboratory has been in continuous operation, meeting all safety and operational standards. World BioHazTec ensured a seamless transition by providing one year of reach-back services for the operation and maintenance of the BSL-3 laboratories, ensuring ongoing compliance and operational efficiency.
